Lean hesitation off decel cruise

Set idle counts and checked slack in the rear throttle blades.
I notice during decel, afr is negative (-20-30%) even when dfco is turned off. I'm assuming that's why there's no fuel there when easing back into it.
I see a lot of people on here with this concern and some that did not post a solution.
