New install, No fuel issue

Sprayed starting fluid at it and it fired up immediately, died soon as I stoped
Checked fuel system getting 59psi at regulator (after fuel rails)
Checked for voltage at injectors and there is 12v on white wires and 3.54v on other wire
Manually fired 1 injector with leads without issue. Brand new injectors DeatschWerks Fuel Injectors 17U-21-0060-8
Confirmed all injector plugs fully seated
Hooked up niod light to harness and got no signal to injectors
Confirmed RPM on handheld while cranking
Confirmed cam signal from sensor
Checked all fuses
No fault codes
Grounds are to cylinder head, and ecu ground to frame
Confirmed Key wire is hot in run and crank
Grounds Checked.. 6 In total, Battery to frame, Battery to body, Block to frame, Transmission to Body, plus two from fitech harness
Reloaded program from handheld, fuel pump cycled turned off key, tried to start and it fired up. The next day I went to continue putting the car back together and wanted to confirm it would start and nothing, back to no fuel.
I am stuck, all sensors are new and the ones you can see in the handheld are reading, there is no prime shot or any injector activity on the handheld while cranking. This is a brand new engine from TSP, all parts are new so this is very frustrating. Please Help!

It sounds like you did your homework and did a proper install.
The 3.54 volts on "the other wire" has me concerned. I believe that unless the ECM is sending a signal for a coil to fire, the only volts you should be seeing is the 12 volts on the coil power wire. Have you checked every injector plug with the noid light?
There may be something miss-wired in the harness, but I think it's odd because it's affecting all eight coils.
