Cold Start extended crank (IAC?)

Extended crank when cold start, warm start always ok. IAC steps were around 65 steps at 170°. Adjusted down to 5-ish. 2-3 weeks later back with same symptoms. Adjusted again but now near max adjustment on screw. No codes. No data PIDs seem out of range while running. Although not sure what numbers should be on known good unit.
On the cold starts sometimes it cranks for 20 or 30 seconds before finally catching.
Apologies if this exact issue has been brought up before. Me and my mechanic cant figure this one out.
