Crank No Start Voltage drop

Fitech 70013 Ultimate LS kit.  Installed on a 6.2L LSX crate engine from HRC.  First time trying to start.  Not getting spark during crank.  Put a spark tester on 3 different plugs just to make sure it wasn't a bad coil.  Getting 12v to coil pack plug on both driver and passenger side.  Getting RPMs when cranking so don't believe it's the crank sensor.   Was told by HRC I needed to swap the 1 and 3 pins on the cam sensor plug (gen IV) but I've actually tested it pinned both ways and neither made a difference.  Fitech support said it's probably due to voltage drop at crank.  Dashboard shows 12.4v before crank and 9.6v during crank.  They said the ECM requires 10v or more.  I also see this drop during crank if I put a multimeter on the battery, alternator and starter.   I have block grounded to frame in the same place the battery is grounded.  Tested cables and and everything seems to fall within spec: cable going from battery to starter B+ terminal shows .34v resistance, battery ground to starter ground shows.38v resistance, and starter B+ to starter M terminals only has .05v resistance.  If I test Starter M to Battery Ground before crank it's 12.2 but at crank it's 9.5.   Any idea what might cause that significant drop in voltage at crank and does anyone get spark if their voltage drops below 10 at crank?

Have your battery tested or find a battery that can provide more power.
