FiTech ProCal software not loading a Calibration file

This 2nd system now is being sold "pre-tuned" to my customer in California. I am having trouble loading any calibration or even reading the ECU of the FiTech. I can see the dashboard is live with the ECU and the sensor readings move when I open the throttle etc. But if I try to read the ECU to make changes to the calibration, the data comes up blank.
I should be able to load the calibration from the first FiTech I installed and read the values, but that comes up blank too.
Any idea what might be happening. I have uninstalled and re-installed the ProCal software on my laptop with no luck. It looks to be an issue on the ProCal/laptop side. Not the TBI ECU.

Make sure we are on the same page. Handheld only holds cal memory, the unit holds the cal being used. The unit must be powered up to accept a cal.

It will get a chassis tune once installed in the car.
