I would disconnect the return line and run it into a gas can to see if it is clogged.
Personally I always run a bigger return line than feed.

Yeah, I had my mean street 800 quit returning fuel all of a sudden one day. I noticed the car running funny and looked at the fuel pressure at the fuel inlet, and it was 90 psi, precisely what my pump is rated at. I went ahead and put in an external regulator and fed that return back to the tank and plugged the fitech return. Now it reads 59 psi all the time, problem solved. My fuel pump has to run continuously with the engine on, because it can't accept PWM according to the manufacturer.
