Horsepower Issues

We have a Pontiac 421 on the dyno now. Engine was built to put out 550+ with a Fitech 600. We are capping out at 451. Any suggestions?

Was this engine dyno'd previously with another injection or carburetor system? Do you have a datalog from the Fitech? You can send here through Dropbox or Cloud.
