Latest IAC adjustment instructions from FiTech turning both front and rear blades

Followed step-by-step and IAC still sitting at 0 more time than jumping up to 3 but only for a flash at 3 then back to 0 the screws are back off of blades completely. Any other ideas?

New install 400hp on ford 302

I am wondering what's happening. The only thing I can think of is double check that the blades are completely closed and not stuck open or held by the throttle wire. Force them close with your fingers and see if there is a change.
