LS1 power hits a wall at 4500rpm

Hello, I have an Ultimate LS kit. The motor is in a boat with an outdrive. Motor runs great and strong til around 4300 rpm. It's like it just hits a wall. you can give it more throttle but it doesn't do anything. Any suggestions on things to check or change is welcome!

Just curious what the cam top out at ? Valve float ?

I know it's a bit late and you may have sorted it out already but I ran into an issue very similar but with my other car (holley efi). I believe it won't matter in this case though which system... it was inadequate injectors. They were over 100% duty cycle and would basically "shut off" at that point. Put some 30# injectors on it and it fried the tires right off it. Hope that helps you.
