I noticed the vacuum was hovering around 10 in so I decided to change the Cam setting from 2 to 3. No improvement.

Adjsut your throttle setting to get it to idle. Do not worry about IAC until coolant is over 170. Tuning does not occur until over 170. Temp sensors are hit and miss on quality. I usually throw the Fitech one out and buy a Delco.
