New install - crank no start

Hi, I'm new to the FiTech and the forum. I have a 1989 S-15 Jimmy that I installed a 383 TPI into and pretty much everything is brand new as far as sensors and electronics. I have been building it for 7 years and initially had a PROM burned in 2016 when I lived in Colorado. I finally started it this summer and I live in North Carolina. I have only run it for about a half hour for cam break-in and some troubleshooting. I have no experience with tuning or data-logging and the guy who burned my PROM has since retired. In researching data-logging and my next steps I came across FiTech's standalone TPI system. It seemed like the way to go so I bought it and got it installed but it will not start.

On the TPI system FiTech says to splice the Key on wire to the 12Vcranking wire that goes to the coil. When it's cranking the RPMs on the handheld blip to 172 for a second and then go to zero. I called FiTech because I was getting voltage at the Key on wire, spark and injector prime. Dylan told me I needed at least 10.5 volts at the Key on wire and if I didn't I should check my distributor. I only get 10.3 volts on that circuit, even at the main junction so I ran a wire directly from the battery to the Key on wire and tried cranking it again. The handheld did the same thing as far as RPMs, blipped to 172 and then back to zero. The voltage reading stayed right around 12 volts the entire time. Since everything is pretty much new and it ran before I did the FiTech install I called FiTech again and talked to Austin. He asked me what my dash tach did during cranking, so I tried cranking it while he was on the phone. The dash tach actually goes from zero to negative until it hits the needle stop. This has me pretty confused since I am such a tuning novice. Does anyone have any suggestions on how to approach this issue or how I need to troubleshoot a small cap HEI distributor?
