New six pack install over fueling

A) the wiring harness
B) the ecu
Not the throttle bodies as it happens with2 different throttle bodies
We then check continuity with an ohm meter and confirmed that the purple wire and the brown wire back to the ecu plug is fine and free of grounds
We then plugged a NOID light into the injector plug and can confirm the we have a pulsating voltage to it it's seems as the the ecu is switching the injector 4 to quick and producing a floodingAnyone have a suggestion as to what to check next
