I know you are new to this, but you are all over the place. Whistling is normal when hard on throttle. The lean AFR can be a lot of things. Some typical and not an issue. Others can be an issue. Confirming fuel pressure is critical as stated above.
Carbs will run with bad tune, vacuum leaks, poor wiring, exhuast leaks, etc. EFI is not as forgiving.
