This may clear up your cold idle surge. After you get the AFR adjusted, share a log of surging warm up if it still happens.

New Runlog after changing the Idle AFR, seems happy at 14.1. About 85-90% better with cold start surging however didnt have an high idle on initial start. was trying to idle at around 850-950 RPM an seems to loadup. IACs jumped higher so will address that as well...

Cold start run log. Surges until heat soaked, then seems to run fine. IACs jump up and down. Doesn't settle at target idle AFR. seems to load up then lean itself out. I have a good shield on the tac wire. could use some help as I really want this to be an easy startup and go car. shouldn't have to wait 10 minutes before it settles down...

In the idle control menu, increase the value of IAC loop down rate. This will bring the engine to idle quicker.
