surging at speed no load

Engine back fires through intake on hard acceleration low speed, and at speed on flat road surges accelerate and decelerate, load increase on hill ok, down hill ok, just on light load it acts up. 350 sbc,194 camel heads, torker intake, 700r4 trans, 1989 iroc-z
