Your IAC steps look good. May be a little low. The consensus was 5-10, but now it is often suggested 10-20 at operating temp.
You could try putting your hands over the air horn. Slightly restricting the air flow through the unit. Watch your vacuum as you try this. If it starts to run better and vacuum increases, you have a vacuum leak some where. When you cover the unit completely, the engine should immediately die.
