Retro LS initial setup on 5.3 with moderate cam - running rough

Update: I think I finally got the initial setup just about dialed in. She’s idling at about 825, with target idle set at 800. AFR hovers around 14. IAC is at 13 steps without an air filter on it. However the target IAC has somehow set itself to 1. (Maybe I accidentally changed it?)
